How the alliance is governed
Two documents set the rules. The Governance Principles describe how the alliance is run. The Code of Conduct describes how members behave.

Five things everything else rests on.
Trust and confidentiality
Members share openly because what is said in the alliance stays in the alliance. Everything shared is confidential unless we explicitly agree otherwise.
Member-driven and inclusive
The members govern the alliance. Every member has an equal voice and a fair chance to shape priorities, decisions and initiatives, whatever its size or market.
Collaboration and shared value
We back joint initiatives that create value for everyone at the table, not an advantage for one.
Responsible and ethical conduct
Responsible gaming, regulatory compliance and respect for the societal role of lotteries. Best practice is the default, not the ambition.
Compliance and risk awareness
We operate inside every applicable legal framework, competition law included, and actively keep legal, reputational and operational risk low.
A Steering Committee elected by the members sets the direction. Working groups do the work.
The Steering Committee
Elected by the members for two years, by simple majority. A Chairperson and a General Secretary can be appointed for the same period.

Working groups and project teams
Formed around specific initiatives and knowledge-sharing activities. Member-driven and voluntary, with clear objectives, scope and deliverables.

How: consensus first. If consensus cannot be reached, a simple majority vote. One member, one vote.
The Steering Committee decides
- Approving and prioritising projects
- Coordinating activities
- Day-to-day direction
How: simple majority within the committee. Anything significant or strategic goes to the members.
Governance is reviewed every year and adjusted to member needs, industry developments and lessons learned. Changes require agreement among the members.
What we expect of every member.
Keep it confidential
Information shared in the alliance is confidential unless agreed otherwise. Nothing leaves without consent, intellectual property is respected, and extra care goes to market-sensitive information, player data and proprietary processes.
Show up and share
Membership means contributing. Bring your knowledge, insights and experience to the meetings, the working groups and the Insight Hub, and pass on what you learn.
Stay inside competition law
No commercially sensitive information that breaches competition law, and no discussions that could distort competition. Collaboration stays within what the law permits.
Act responsibly
Responsible gaming, protection of vulnerable players, ethical marketing and communication, and support for the societal role of lotteries.
Declare conflicts of interest
Members disclose potential conflicts. Where one arises, a member may be asked to step back from a discussion, project or decision. The Steering Committee resolves it.
Treat each other well
Professional, respectful and constructive, with dialogue aimed at solutions. Shared platforms are for alliance work, not commercial promotion.
Breaches are assessed against the governance principles and can lead to a formal warning, temporary suspension from activities, or termination of membership.
